Once you start using it, you need to make sure that the payment plans you want to be available in the client portal are also included in the payment plan categories. In other words, marking the visibility on the Client Portal on the payment plan configuration page is not enough.
If you create you first payment plan category but without including any payment plan, nothing will change. However, if at least one payment plan will fall into any payment plan category, all payment plans intended to be accessible for your members via Client Portal have to be included in those categories.
